    In 1989, plan for the development of Dadae port which constructs exclusive port for lumber cargo had been made up by ministry of marine affairs & fisheries as the part of 'Basic plan of Pusan Ports', but it fails due to the opposition of residents when orders of the waterbreak construction was placed in 1996. Lately, ministry of marine affairs & fisheries again made plans for the development of Dadae port which contain the reclaimation of lands 380 thousands pyongs and 9 berths(S berths for general cargo, 3 berths for iron cargo, 1 berth for lumber cargo) in response to the request of Pusan Autorities against continuoulsy increasing amounts of cargo, but it is also in difficult situations because of the opposition of residents and environmental groups. Ministry of marine affairs & fisheries has finally changed the development plans until 2011 years as followings which decrease reclaimed land scales from 380 thousands to 100 thousands pyungs, reduce berth numbers from 9 to 5(2 berths are for the general cargo, 3 berths are for the iron cargo), induce Dadae port into pro-environmental port to minimize inconveniences and pollutions by means of the formation of vast greenzone and parks within residential areas and ports, the establishment of exclusive roads for ports gate-in/out. But this is at a standstill. This study analyzes problems about development of Dadae port from the discord of direction in policy of central authority and local autonomous entities, and for solving this problems, it also suggests efficient operational strategies for the development of Daede port as the pro-environmental public facility based on the case studies of other advanced foreign ports.
