(A) study on the inducement strategy of foreign direct investment accomplished by the local government

As a connection link to induce the excessive globalization of world economy and localization to the system of harmony and co-operation, F.D.I.(Foreign Direct Investment) could attract the positive effects which have reinforced the competetiveness of country and enterprise and improved the balance of international payment via market power. It was arranged the decisive chance to recognize the importance of F.D.I. inducement in Local Government through IMF foreign exchange crisis after opening in the era of localizaion in 1995. In order to activate the local economy in difficult situation derived from restructuring of business and shrivel of investment mind, Local Government have developed the inducement activity coincide with the goal of area growth with utilizing incentive programs and enact "the Activaitng Law of Foreign Investment Inducement" conformed with actual situation. But it has been raised some doubts to the efficiency of inducement activity because there's high posiibility to reveal the negative effects such as financial bankruptcy than its positive aspects due to thoughtless inducement which has no regards for local character and generally lo-levelled foreign investment circumstance in Korea. Accordance with this, my study would be presented the successful activating strategy of foreign capital inflow and analized the problems following investment inducement with grasping the outcomes and success factors of investment inducement in Japanese enterprise which is corresponded with sucessful example with Jin-sa local industry colony located in Sacheun, Kyoung-nam province as the central figure and layed the stress of investment inducement activity on the Local Government. As a consequence of this study, I could grasp several problems such as stiff incentive program, ineffective production structure, questioning restriction of administration, unstable labor-management relations, absence of supporting system of investment management and post management, discrimination against domestic enterprise, negative recognition for foreign investment enterprise. We can activate investment inducement following to overcome these problems with establishing wholly-charged organization of investment inducement consisted of experts and cultivating capability of investment inducement in Local Government and as ways of backing I would like to suggest the intensification of actual one-stop service from investment basis to post management, reformation of investment circumstance considering actual local situation, swich-over to cooperative labor-management relation, reinforced local publicity work as marketing activity. In conclusion, the activating strategy of F.D.I. inducement in Local Government needs substantial One-stop service by specialized investment inducement division in the age of keen competition. We can maximize mutual economic effects not only for local entity induced investment but also country and investment enterprise if it should be unfolded the unique strategy and marketing activity of investment inducement reflected by regional character and endeavored to develop the investment circumstance consistently and various incentive programs in accords with local finances.
