(A) Study on the Employing Rearrangement and Restructuring of Financial Industry

I performend a practical analysis on reasonable measurement of rearrangement and restructuring for Financial Industry using various researches and questionnaire. The results are as follows: First, Top management's understanding and commitment in restructuring are the most important : however, their understanding is not enough to transform the company if their strong commitment and active involvement are not clear. Therefore, educating them is the best way for them to learn their responsibilities and roles. Second, employees' involvement and participationn under consensus of their transformation needs are important. For consensus, clear communication must be made about why transformation is needed and what will happen after transformation. Third, about most of my subject workers answered negative view that current law might be abused when employer wishes to lay off workers. They told policy is lack to prevent unemployment. Fourth, most said that laying off workers should be a final means after possibell measurements like policy or stoppage in corporate recruitment are taken, and that it may not as well be adopted even their payment could be cut agreed for this. Fifth, as for the way to arrange corporate recruitment, most insisted that it must be maintained by a stoppage in corporate recruiment, most insisted that it must be maintained by a stoppage in corporate recruitment and reduce of working hours. sixth, through the analysis and comparison of layoff home and abroad, I found that lay and practice to protect worker's right in Korea are weaker than those of foreignn countries because Korean law gives priority to employer. Not only have foreign countries introduced many safety ploicies supporting workers including prevention measures, allowance, payment and insurance for layoff, but determined the layoff on the basis of the endeavor to avoid it and the agreement between labor, management and government. It is necessary, therefore, Korea should reform the policy on layoff toward the defence of worker's right. Finally, employer in Korea should take the initiative in normal management through the transparency of management and improvement of financiall structure by honestly opened managing information and do his best to draw up spontaneous support of workers. And workers should also understand the difficulties in corporativ operation. To revive their enterprise and reinforce its competitiveness, they must realize the principle of "No enterprise, no job" and the fact that their enterprise would survive only after it must strengthen its international competitiveness. Now, prior to argue worker's position and right, it is necessary for workers to work in close cooperation to maintain their job.
