(A) Study on the morale of female servants

The number of female public servants has been on the rise due to an increase in the economic activities of women caused by rapid social changes including informatization and globalization. It is absolutely necessary for female public servants to have a positive way of thinking and play a positive role in professional administrative services in rapidly changing society. The researcher worked with female public servants working for the general type of work and female public servants working for the functional type of work, coming to the following findings. First, the survey on the morale of the subjects as independent variables shows that the level of female public servants stood at 3.67 on an average and that they showed a tendency to be rather satisfied. Second, researcher conducted T-test and one-way ANOVA to determine the level of the subjects' morale in accordance with demographic factors such as career, academic background, class of the subjects' position, age and marital status. There was no female-public-servant group showing a statistically significant difference at a significant level of 5 percent. Third, the survey on the needs five-stage factors of Maslow indicates that physiological factor, safty factor, affection factor, respect factor and self-realization factor stood at 2.51, 2.93, 3.17, 2.90 and 2.44, respectively and that the affection factor had a high morale and that the other factors had a relatively low moral. Fourth, the survey on the correlation analysis of Maslow's needs five-stage factors in relation to the level of morale such as income, holiday system, the guaranty of social status, pension system, human relationship, complaint treatment, communication, social evaluation, reward, promotion and development of abilities shows that there was no significant correlation in the guaranty of social status and the pension system but that there was a significant correlation in income, holiday system, and rewards at a level of 5 percent, in human relationship, complaint treatment, communication, and promotion at a level of 1 percent and in social evaluation, and ability development at a level of 0.1 percent. Fifth, the survey on the multiple regression analysis with independent variables inputted by individual and content of Maslow's needs five-stage morale factors shows that the morale of the subjects was raised when the satisfaction of human relationship in affection factors, the satisfaction of social evaluation in respect factors, and the satisfaction of ability development in self-realization factors were improved. And social evaluation turned out to have the biggest influence. According to this study, the government should focus on improving human relationship(human relationship between the staff, the degree of cooperation between coworkers, and seniors and subordinates), social evaluation (the evaluation of public servants, possibilities for changes in evaluation, and the social degree of importance of work), and ability development(self-realization through public service, possibility for development of ability). The researcher would like to suggest that those concerned should grope for solutions one by one with a view to enhancing the morale of female public servants.
