    Abstract The three Northeast Asian powers – South Korea, China and Japan – have very limited oil production in comparison to oil consumption. The three countries have become interested in Africa since it is a major reservoir of natural resources, and begun to engage with this region not only for oil imports but also for upstream projects in oil exploration and production. This study examines and compares the oil development activities and strategies of these three Northeast Asian nations in Africa. Furthermore, this study analyzes similarities and differences among the three countries' oil development strategies. A similarity among these countries' oil development strategies is that each country's national oil enterprise is active in African oil development under national support and protection because securing oil is of the highest importance to a nation. Each nation not only directly supports oil development, but also provides assistance to overall ODA activities to strengthen relationships with African countries. While the three countries share similarities in their African oil development strategies, this study reveals differences in their oil development strategies in Africa. The three countries emphasize that they are well-equipped to provide positive support in oil development and economic development to Africa, and they strive to use these strengths to develop good relations with African countries. Also, it appears that there is a connection between each country's political orientation and oil development strategies in Africa. By analyzing the similarities and differences among the three nations' strategies, this study could help improve Korea's oil development strategies in Africa and understanding of what the three countries of Northeast Asia need to promote oil development cooperation in Africa.
