    The landuse changes by development projects such as industrial development projects affect on the hydrologic cycle and mass circulation in environments by increasing the impermeable surfaces. In order to develop the projects with low impact development (LID) by reducing the environmental impacts, EIA(Environmental Impact Assessment) report is regally required for many development projects. However, most of EIA reports have provided the management strategy without changes of landuse for LID. Therefore, in this research the Stormwater Management Model (SWMM) is applied to assess the hydrologic cycle for LID, of which results can be applied to derive the optimal LID site design in the industrial complex. LID is the development technique for low impact to the environment by providing the optimal arrangements of landuses and green spaces with protection of preservation areas. The SWMM is calibrated and verified with monitored data in industrial complex to examine the applicability of the model. The results shows the predicted flow rate of stormwater runoff is matched well with observed data. And the optimal LID design can be obtained by applying the SWMM. The results also shows the LID can be achieved in development projects by applying the model on EIA process.
