    This study starts with the requirement of president strategic leadership in the Mongolian university who can create the university's goals and vision, leading to change in consciousness and motivate organization members to involve and endure commitment in university reform. Hence, research is needed to clarify which type of leadership will be suitable in the current representative leadership type of transformational leadership and transactional leadership for effective operation of Mongolian university. The university president leadership significantly influences the future of the university. For this reason, it is very important to research regarding the leadership required for Mongolian university staffs. Therefore, the purpose of this study is to reveal the effect of leadership types of Mongolian university president on human resource development and organizational effectiveness. First, this study reviewed previous studies dealing with the type of leadership for clear classification. Based on these, we verified relationship between two types of leadership: human resource development and organizational effectiveness. Also we conducted survey about leadership of the Mongolian university president in universities that are located in Ulaanbaatar. And the data were analyzed using SPSS 21.0 (ver) statistical package programs between these variables. The specific research questions explored in this study were as follows: 1. How do transformational leadership and transactional leadership of the Mongolian university president have a direct effect on the HRD activities? 2. How do transformational leadership and transactional leadership of the Mongolian university president have a direct effect on organizational effectiveness (job satisfaction, organizational commitment, and turnover intention)? 3. How does human resource development affect on organizational effectiveness? 4. What are the mediating effects of transformational leadership and transactional leadership of the Mongolian university president on the organizational effectiveness through human resource development? The results of research questions were summarized as follows: 1. We observed that transformational leadership had meaningful effects on career development. This means career development is increasing when Mongolian university president exhibits more transformational leadership. Also, transactional leadership has significant impact on organizational development. It means organizational development is increasing when Mongolian university president exhibits more transactional leadership. On the other hand, direct impact of transformational leadership on organizational development and direct impact of transactional leadership on career development were insignificant. 2. Both the transactional leadership and transformational leadership had very meaningful influence on Mongolia university teachers' and staff's job satisfaction, organizational commitment, and turnover intention. 3. Career development has very meaningful influence on the organizational commitment and turnover intention, but it had no influence on job satisfaction. On the other hand, it was confirmed that career development had very meaningful influence on organizational commitment, job satisfaction, and organizational turnover intention. 4. The mediating effect of career development had meaningful influence on the effect of transformational leadership on organizational commitment and turnover intention. Also, it influences the effect of transactional leadership on job satisfaction. On the other hand, mediating effect of transformational leadership and transactional leadership of the Mongolian university president had an effect on organizational effectiveness through organizational development. It is confirmed that mediating effect of organizational development has meaningful influence on the effect of transformational leadership on job satisfaction. Also, it influences the effect of transactional leadership on job satisfaction and organizational commitment. According to the result of this study, this study aims to present a desirable direction of the Mongolian university organization through the consideration of the relation of effect of transformational leadership and transactional leadership of university president on human resource development and organizational effectiveness and secure more competitive level can through the improvement of the effective university management of Mongolia.
