    The purpose of this research is to provide basic information which can be helpful for the system of educating, training and managing cognitive learning therapists so as to improve the quality of cognitive learning treatment system by examining difficulties of cognitive learning therapists working in voucher institution. To achieve it, interview method was conducted for 8 cognitive learning therapists working in voucher institution of Daejeon, Chungnam. As a result of analysis, 4 upper categories, 8 low categories and 24 meaning units were drawn. 4 upper categories drawn were impatience for professionalism, poor treatment, endurance of voucher institution's circumstances and cognitive learning therapists getting cold feet in front of parents. And, 8 low categories were insufficient professionalism for class operation, necessity of authority as teachers, unstability of non-regular workers, low salary, difficulties of voucher regulation, difficulties caused by voucher institution, therapists lower than teachers by one grade and cognitive learning therapists who are subordinates in front of parents. To generalize following studies on difficulties of cognitive learning therapists working in voucher institution, it's necessary to expand research subjects to the whole country for investigation. For the investigation, it's necessary to divide research subjects by age, career and academic background. As this is a phenomenological research, following researches should complement the limitations of objectivity or reliability.
