    As mobile devices have been fully developed and adapted in our daily life, a seamless service regardless of the location change is now one of the main factors that user can experience. Mobile IP for supporting user mobility in this sense has been widely researched in recent years, but is not fully supported by the operators with the burdens on budget and performance issues since it requires additional devices to be imposed to the infrastructure. In this thesis, to meet growing needs of distributed processing and software-defined networking, a new framework for IP mobility support with a SDN Application named Mobility Handler was proposed. It manages the information of Mobile Nodes such as IP address and the location where it has been, and it handles the IP Mobility by efficiently utilizing its centralized information on SDN Controller. Furthermore, Prediction Manager was introduced to be merged with Mobility Handler which exploits a machine learning technique named HMM to minimize the delay during a handover, by predicting the next location of MN.
