    Many alternative development models are being pursued nowadays, with the ultimate aim of achieving an inclusive development that is available to future generations as well. This study has examined the use of cultural tourism as a tool for sustainable development in developing cities. Using the city of Vigan as a case study, with the premise that its cultural tourism industry has successfully contributed to the city's pursuit of sustainable development, this study has investigated the successful practices that Vigan has carried out in managing its cultural tourism industry for sustainable development. Through the method of policy analysis, supported by open-ended questionnaires administered to the city tourism officer and a few local residents, the study has examined one of Vigan's main development program called the Vigan Heritage Conservation Program. Results of the analysis of this program have identified three of Vigan's best practices (local participation, good governance, and strong local and international ties) as essential factors that facilitated the contribution of its cultural tourism activities in achieving sustainable economic, social, and environmental development. Local participation was observed through the positive response and involvement of local residents in the tourism activities of the city. The city government's good governance practices, as manifested by its judicious use of the Vigan's resources and revenues, also made it possible for cultural tourism activities to yield sustainable development. Lastly, the formation of strong local and international ties allowed Vigan to establish trade and cultural exchanges with other local and international entities, leading to more exposure in the global market, and consequently, to an increase of profits in the cultural tourism industry. By utilizing one's unique culture and heritage, coupled with inclusive and sustainable practices, socio-economic development is made possible for, and available to, all.
