Policy Effectiveness to Support the 'Marginalized' Farmers from Free Trade: The Case of NAFTA and PROCAMPO The agricultural sector has always played a very important role in the development of a nation, and Mexico has not been the exception. After the implementation of the North American Free Trade Agreement in 1994, some negative aftereffects were anticipated in the agricultural sector in Mexico. Therefore, the Government implemented the Program of Direct Support to the Countryside PROCAMPO, a policy aimed at improving the income of farmers in rural areas. Employing this as a foundation, this study analyzes the effectiveness of the financial support given by PROCAMPO as a contribution to the overall income of farmers at the subsistence, transition and consolidated agricultural levels. This analysis demonstrates that the subsistence stratum has indeed been the most marginalized stratum, even though, in general, it has received benefits from PROCAMPO and achieved participation in it; its effectiveness in terms of representation of the overall income of rural farmers has remained the lowest among all three strata.
