    Public and Private sector has a role to provide industrial training to support vocational schools and train graduates for human capital development. In Rwanda there are inadequate industries to accommodate graduates for practical training, despite of being few they don't find their role in capacity building that they refuse to offer industrial training to internees'. The research also focus on monitoring as control mechanism (five years economic analysis) and evaluation strategies from the period of pre industrialization by adopting the stages of economic development as tools for realization, and bring to light the best practice of South Korea as a case study. The system of technical vocational education and training provided by the South Korea government was aligned with the introduction with the manufacturing industries, that app public and private sector were involved in system training to have a required trained and skilled work force labor. This research is therefore to examine the process of enhancing vocational education through Public-Private Partnership in Rwanda, comparing to South Korea in the year of 1960-1980. It discusses policies and mechanisms adopted by the government of Korea to harmonize the implementation of vocational training through Public-Private Partnership.
