    Since 2000, the rapid expansion of China's engagement in developing countries,especially in African countries, has aroused widespread interests and concerns. Critics generally believe that China's aid program is focusing on its own political and economic interests. However, there are few studies which have confirmed these claims with data. The biggest reason is that China insists that their “South to South cooperation” should not be applied to the principles of transparency. “The White Paper on China' s Foreign Aid” in 2011 was the first and the only official document which disclosed the total volume of China' s foreign development assistance. This article makes use of AidData' s Chinese Official Finance to Africa Dataset which covers the period 2000-2011 to empirically test who and what influences the allocation of China' s foreign aid in Africa and the different determinants of ODA and non-ODA, respectively. It turns out that China's ODA-like projects actually goes more to countries with lower incomes. China's foreign aid is considered to be a diplomatic tool because one more time' s increase in high-level politicians' visits increases one more aid project averagely. Especially, the effect of the visits by the President on ODA-like projects is obvious. While non-ODA projects are influenced more by commercial motives such as export promotion, visits by the Commerce Minister have more effect on the allocation of non-ODA projects. What' s more, there is no empirical evidence to show that China provides more aid to natural resource-rich countries.
