    Rapid industrialization and urbanization have damaged to natural soil and have increased impervious surfaces. In order to resolve the water circulation system problems, Seoul has introduced a land use plan, Low Impact Development(LID) which could minimize the rainwater's impacts for natural water circulation system through water retention and infiltration. However, applying LID technique in old downtown areas is not easy because it requires a new land use plan. The obligation policy to apply LID was partially enforced when public work is on a planning stage, but it can make another problem that LID technique may not be performed properly because LID technique was not proved enough in the domestic situation. Therefore, research which understands the problems and improvement plans is needed to establish government's obligation policy. The purpose of this research was to categorize the experts' perception about the problem and improvement plan using Q methodology. Also, this research suggested the improvement plans to expand the application of LID technique in both old and new town areas through understanding and considering classification types. As a result of the research, the perception of the experts was classified into four categories: (1)Policy and ordinance oriented type that represented obligation policy is effective to expand the application of LID technique, (2) communication oriented type appeared that experts' mutual exchange and public officials' understanding improvement for LID are necessary to expand LID application, (3) Manual oriented type showed that the examination for details for items in LID manual needs to increase the utilization of the manual, and (4) Monitoring oriented type emphasized that monitoring LID technique in various sites should be performed to grasp function and limitation for LID technique. The improvement plans for each type are as follows: Firstly, policy and ordinance oriented type perceived that the economic motivation to apply LID technique is necessary. For providing motivation to people, rainwater fare system which pays less as water permeability increases will be helpful. Secondly, communication oriented type perceived that education and evaluation programs for experts and officials are needed because they have authority for application of LID technique. Accordingly, rain garden project should be progressed for experts and citizens' participation domestically. Thirdly, manual oriented type perceived that the vegetation list should be added in the manual. To add plants for LID in a manual, the experiment to select vegetation for LID technique and the evaluation to understand the state of vegetation growth are needed. Lastly, monitoring oriented type perceived that LID technique should effectively be functioned by understanding the limitation of LID technique depending on the sites' characteristics. Therefore, collecting the data including soil environment analysis, the plant effect monitoring and water quality monitoring is needed. To perform the improvement plans suggested from the result of this research will be helpful to expand the LID technique in both old and new town areas and to establish the obligation policy for LID application. Also, the expansion of LID technique will improve urban water circulation system.
