A Study on the Rationlization of Road Transport of Pusan
Thus first of all to decrease the physical distribution costs the land-borne cargo costs should be decreased dramatically. The progress of urbanization results in traffic jam, increases the haulage distance and adds the traffic jam, and consequently increase operating costs per ton-km by adding the operation hours of cargo vehicles. Thus the concentration of the center of the Metropolis transportation should be relieved by using city belt road networking to relieve the traffic of inner-port, center of the city, and inner-region. The means of operating the effective haulage of cargos and decreasing the traffic congestion of the center of the Metropolis is to build the distribution center which function cargo terminal, warehouse, and wholesales in the suburb area. The joint haulage using general warehouses which are located in each Gu region of Pusan Metropolitan City should build to establish joint haulage system for shippers. With this system the traffic congestion will be relived and social costs will be decreased by low traffic rates of cargos. Also this system can make contribution to decrease the rate of empty for cargos with the haulage system using the physical distribution depot. The physical distribution information system can make contribution to the cargo effectiveness such as increasing rate to load and decreasing rate of empty by consolidation transportation, the profit increase for the transportation company, and cost saving for the shipper. Thus I think that Pusan Metropolitan City need to build the Cargo Arrangement Database and the Total Cargo Information Network with ITS(Intelligent Transport System) for the traffic control policy of regional government.
