    Abstract This paper uses detailed production data from a half million Chinese manufacturing plants over 1998–2007 to estimate the effects of temperature on firm-level total factor productivity (TFP), factor inputs, and output. We detect an inverted U-shaped relationship between temperature and TFP and show that it primarily drives the temperature-output effect. Both labor- and capital- intensive firms exhibit sensitivity to high temperatures. By mid 21st century, if no additional adaptation were to occur, we project that climate change will reduce Chinese manufacturing output annually by 12%, equivalent to a loss of $39.5 billion in 2007 dollars. This implies substantial local and global economic consequences as the Chinese manufacturing sector produces 32% of national GDP and supplies 12% of global exports.

    Abstract In this article we utilize the time respondents require to answer a self-administered online stated preference survey. While the effects of response time have been previously explored, this article proposes a different approach that explicitly recognizes the highly equivocal relationship between response time and respondents' choices. In particular, we attempt to disentangle preference, variance and processing heterogeneity and explore whether response time helps to explain these three types of heterogeneity. For this, we divide the data (ordered by response time) into approximately equal-sized subsets, and then derive different class membership probabilities for each subset. We estimate a large number of candidate models and subsequently conduct a frequentist-based model averaging approach using information criteria to derive weights of evidence for each model. Our findings show a clear link between response time and utility coefficients, error variance and processing strategies. Our results thus emphasize the importance of considering response time when modeling stated choice data.

    Abstract This paper develops a dynamic two-good (clean and dirty goods), two-sector model to explore the implications of the macroeconomic environmental rebound/backfire effect for environmentally-friendly product promotions on not only the demand side (a subsidy on the clean-good consumption), but also the supply side (a technology promotion in the clean-good production). The macroeconomic environmental rebound/backfire is decomposed into three effects – the substitution, wealth, and sectoral reallocation effects. We show that the steady-state pollution stock exhibits a U-shaped relationship with either demand-side or supply-side green promotions. Our calibrated result indicates that in terms of pollution , the macroeconomic rebound effect for the economy as a whole appears to be substantial. More pronounced rebound effects are present when the elasticity of substitution between the clean- and dirty-good consumption is lower, the labor supply is more elastic, the environmental efficiency of clean goods is lower, and the technology level in the clean-good production is higher. We also show that a pollution rebound can result in a social welfare improvement, implying that the rebound effect somewhat improves economic efficiency, and so policies aimed at mitigating the rebound effect may be counterproductive from a welfare perspective.

    Abstract This paper develops a multi-sector general equilibrium model with heterogeneous firms to account for both the direct cost of regulations on regulated firms as well as the indirect cost associated with loss of variety and factor reallocations. The model derives an analytical marginal abatement cost function, dividing the cost according to these direct and indirect effects, and explores the implications for optimal environmental policy. The model is numerically simulated using parameters for the U.S. manufacturing sector for criteria air pollutants, demonstrating that the direct cost of regulations understates the true cost. Moreover, because marginal abatement costs vary across industries, reallocating pollution across industries to achieve cost-effectiveness can generate modest cost savings.

    Abstract We develop a two-good general equilibrium model of a small open economy to decompose the effect of a country's unilateral strengthening of environmental policy on pollution emissions in the rest of the world, known as emissions leakage. We show analytically and numerically that the level of emissions leakage depends on the level of trade friction in the service sector. In the model, production in the manufacturing sector is associated with pollution emissions, and production in the service sector is clean. In a special case with free trade in manufacturing and no trade in services, no leakage occurs. Allowing for trade in services, we solve for the relationship between trade frictions in the service sector and leakage. At lower levels of service sector's trade friction, leakage from a small strengthening of environmental regulation decreases (increases) if services are imported (exported). Finally, we simulate the model, calibrating the to the Canadian economy to compare these effects’ relative sizes over a range of plausible parameter values. Leakage is about 18% lower when using trade friction levels estimated from the literature rather than assuming no trade friction in services.

    Abstract Does public transportation reduce vehicle congestion? Using a regression-discontinuity framework, we examine the effect of six subway openings on short-run congestion in Beijing between 2009 and 2015. We find that vehicle congestion drops sharply immediately after new subway openings. In our central specification, each of the subway openings decreased delay times by an average of 15% in the short run over the city of Beijing.

    Abstract We explore the contribution of product mix in determining firm and aggregate emission intensity. First, using detailed firm-product emission intensity data from India, we find that more efficient firms are less emission intensive, and that products with the largest sales tend to be cleaner than other products within the firm. We also find that emission intensity in India dropped significantly between 1990-2010 through reallocations across firms, while product mix played a counteracting role in increasing firm emission intensity. Next, we develop a multi-product multi-factor model with heterogeneous firms, variable markups, and monopolistic competition in which each product has a specific emission intensity. We find that pro-competitive market developments lead to an improvement in the aggregate emission intensity – through reallocations across firms – even though firms can become dirtier or cleaner through product mix. This theoretical result fits particularly well the empirical facts.

    Abstract Discrete choice models often feature a generic outside option that combines all alternatives other than those of particular interest to the researcher, which allows overall demand for the alternatives of interest to be captured. I demonstrate that combining diverse alternatives into a single outside option can result in distorted parameter estimates and misleading predictions. To evaluate the practical importance of how outside options are treated, I use data on the Florida spiny lobster and stone crab fisheries to compare a discrete choice model that explicitly accounts for individuals' ability to target both species with one that includes stone crab alternatives in the generic outside option. I find that parameter estimates and predictions for the lobster fishery depend heavily upon whether stone crab alternatives are explicitly accounted for. In addition, I conduct a series of Monte Carlo experiments, which demonstrate that the sign and magnitude of differences in predictions between models are complex functions of the characteristics of the empirical environment. Together, these results highlight the importance of carefully considering the composition of outside options when estimating discrete choice models and making predictions based on the estimates.

    Abstract We quantify the cost savings from the Acid Rain Program (ARP) by comparing compliance costs for 761 coal-fired generating units under the ARP with compliance costs under a counterfactual uniform performance standard (UPS) that would have achieved the same aggregate emissions in 2002. In 2002, we find compliance costs to be $200 million (1995$) lower and health damages to be $170 million (1995$) lower under the ARP. We also compare health damages associated with observed SO 2 emissions from all ARP units in 2002 with damages from a no-trade counterfactual. Damages under the ARP are $2.1 billion (1995$) higher than under the no-trade scenario, reflecting allowance transfers from units in the western US to units in the eastern US with larger exposed populations.
