    During magnetic inrush or over-excitation, saturation of the core in a transformer draws a significant exciting current, which can cause malfunction of a current-differential relay. This paper proposes a modified-current-differential relay for transformer protection. The relay calculates the core-loss current from the induced voltage and the core-loss resistance as well as the magnetizing current from the core flux and the magnetization curve. Finally, the relay obtains the modified differential current by subtracting the core-loss and the magnetizing currents from the conventional differential current. A comparative study of the conventional differential relay with harmonic blocking is presented. The proposed relay not only discriminates magnetic inrush and over-excitation from an internal fault, but also improves the relay speed.

    In the operation of distribution systems, DGs (Distributed Generations) are installed as an alternative to extension and the establishment of substations, transmission and distribution lines according to the increasing power demand. In the operation planning of DGs, determining optimal capacity and allocation achieves economical profitability and improves the reliability of power distribution systems. This paper proposes a determining method for the optimal number, size and allocation of DGs in order to minimize the operation costs of distribution systems. Capacity and allocation of DGs for economical operation planning duration are determined to minimize total cost composed with power buying cost, operation cost of DGs, loss cost and outage cost using the GA (Genetic Algorithm).

    In this study, a new Unit Commitment (UC) algorithm is proposed to consider the uncertainty of a daily load profile. The proposed algorithm calculates the UC results with a lower load level than that generated by the conventional load forecast method and the greater hourly reserve allocation. In case of the worst load forecast, the deviation of the conventional UC solution can be overcome with the proposed method. The proposed method is tested with sample systems, which indicates that the new UC algorithm yields a completely feasible solution even when the worst load forecast is applied. Also, the effects of the uncertain hourly load demand are statistically analyzed, particularly by the consideration of the average over generation and the average under generation. Finally, it is shown that independent power producers participating in electricity spot-markets can establish bidding strategies by means of the statistical analysis. Therefore, it is expected that the proposed method can be used as the basic guideline for establishing bidding strategies under the deregulation power pool.

    The PWM inverter drive may cause an over voltage at the motor terminal, which imposes severe electric stresses on the inter-turn insulation of motor windings. Unlike low-voltage induction motors, high-voltage induction motors have a stator type of form-wound coil for insulation and are insulated to the slot and the coil. So, this paper presents a PWM 3-level inverter, H-Bridge cascaded 7-level inverter and High-voltage induction motor model. It then analyzes the voltage that generates at the input terminal of the high-voltage induction motor fed by each inverter. Also, in order to examine a factor that influences the switching surge voltage, this paper proposes the system equivalent model and performs the case studies using EMTP.

    This paper illustrates a tie line constrained equivalent assisting generator (TEAG) model considering forced outage rates of transmission systems for reliability evaluation of interconnected power systems. Interconnections between power systems can provide improved levels of reliability. It is expected that the TEAG model developed in this paper will prove useful in the solution to problems related to the effect of transmission system uncertainties in the reliability evaluation of interconnected power systems. It is important that interconnection between power systems can provide the improved levels of reliability. Therefore, It is expected that the TEAG model developed in this study will provide some solution among many problems for interconnected power systems as an optimal tie line capacity and a connected point between assisting systems and assisted system. The characteristics and validity of this developed TEAG considering transmission systems are introduced by case study of three IEEE MRTS interconnected.

    Substation facilities have become extremely large and complex parts of electric power systems. The development of condition monitoring and diagnosis techniques has been a very significant factor in the improvement of substation transformer security. This paper presents a method to analyze the cause, the degree, and the aging process power transformers by the Self Organizing Map (SOM) method. Dissolved gas data were non-linearly transformed by the sigmoid function in SOM that works much the same way as the human decision making process. The potential for failure and the degree of aging of normal transformers are identified by using the proposed quantitative criterion. Furthermore, transformer aging is monitored by the proposed criterion for a set of transformers. To demonstrate the validity of the proposed method, a case study is performed and its results are presented.

    This paper proposes a new method for choice of the best transmission system expansion plan on the side of highest satisfaction level of decision maker using fuzzy integer programming. The proposed method considers the permissibility and ambiguity of the investment budget (economics) for constructing the new transmission lines and the delivery marginal rate (reliability criteria) of the system by modeling the transmission expansion problem as a fuzzy integer programming one. It solves the optimal strategy (reasonable as well as flexible) using a fuzzy set theory-based on branch and bound method that utilizes a network flow approach and the maximum flow-minimum cut set theorem. Under no or only a very small database for the evaluation of reliability indices, the proposed technique provides the decision maker with a valuable and practical tool to solve the transmission expansion problem considering problem uncertainties. Test results on the 63-bus test system show that the proposed method is practical and efficiently applicable to transmission expansion planning.

    This paper presents an evaluation of the interruption costs for commercial customers in Korea using customer survey methodology. When various research results are examined, the evaluation of direct interruption costs becomes much more simplified. Especially, in the case of commercial customers, it is known that the evaluation of direct interruption costs is more useful. Accordingly, this paper selected the customer survey method to evaluate the interruption costs for commercial customers in Korea considering interruption and customer characteristics.

    The optimal design of transmission system expansion planning is an important part of the overall planning task of electric power system under competitive electricity market environments. One of main keys of the successful grid expansion planning comes from optimal reliability level/criteria decision, which should be given for constraint in the optimal expansion problem. However, it's very difficult to decide logically the optimal reliability criteria of a transmission system as well as generation system expansion planning in a society. This paper approaches a methodology for deciding the optimal reliability criteria for an optimal transmission system expansion planning. A deterministic reliability criteria, BRR (Bus Reserve Rate) is used in this study. The optimal reliability criteria, BRR/sup */, is decided at minimum cost point of total cost curve which is the sum of the utility cost associated with construction cost and the customer outage cost associated with supply interruptions for load considering bus reserve rate at load buses in long term forecasting. The characteristics and effectiveness of this methodology are illustrated by the case study using IEEE-RTS.

    This paper analyzes the environmental impact and economic effect of introducing the Renewable Portfolio Standard (RPS) into the Korean electricity market using the DECADES (Database and Methodologies for Comparative Assessment of Different Energy Sources for Electricity Generation) model, a comparative assessment tool developed by IAEA. A bottom up approach is adopted for the evaluation of air pollutant emission and its impact of several RPS scenarios. The environmental damage costs of RPS scenarios are evaluated based on the Extern-E results and the Thailand externality study carried out by EGAT. The results of this study can be applied in determining or analyzing the national electricity policy and energy policy.
