  1. [국내논문]   한국 비영리 민간연구기관의 문제점과 개선방안의 고찰

    The term private non-profit research institutions is defined as non-profit organization which is legally constituted, nongovernmental entities and set up to serve R&D activities. These institutions, apart form colles, universities, and government-funded R&D centers, play a relatively small, but important rode in the national R&D picture. The crucial feature of PNRIs is that they have more stringent royalty demands and secrecy to contracting company compared with colleges and universities. Also they have institutional advantages in bringing together persons from many disciplines. Almost all of PNRIs rely on grants, endowment or contracts from government and from private industry. PNRIs account for about 3.3 percent of the total R&D effort in korea. Besides PNRIs there are two more other categories of non-profit research institutes in korea: industrial research association(IRA), civilian manufacturing technology institute(CMTI). The main problems of PNRIs in korea are as followed: first, their portion of national R&D activities is relatively small; second, there are three different "promotion laws" which applied each group of PNRIs respectively, meaning the lack of legal arrangement for promoting PNRKs; third the self-commercialization of their R&D outcomes are prohibited by related laws comprehensively. Legal arrangement for supporting PNRIs, rearrangement of monitoring system of OPNRIs, permission of self-commercialization of PNRI's R&D outcomes are recommended as policy measures.

    초록

    At the present time the Northeast Asian region is characterized by two contrasting elements, growth and tension. The Northeast Asian economy has been growing rapidly over the past several years. After the end of the Cold War, China adopted on market system and high-growth policies. On the other hand, however, the tension between the two Koreas, South and North, and the tension between China and Taiwan still exist and it seems that the tensions are likely to increase even more for sometime to come. The Korean economy has been steadily developing over the past 30 years and has often been cited as an economic model country in the world. At present Korea's GDP ranks the 12th and the nations's trade volume ranks the 11th in the world. Also Korea is actively competing with industrially advances nations in the international markets for electronics, crude steel, automobiles, shipbuilding and petro-chemicals. Korea has just become the 20th OECD's member country and is now in a position to behave as developed country. Still, however, there is a long way for Korea to go before it reaches the national goal of a full-fledged developed country. To achieve that goal, Korea requires a strong national leadership among other things. The national leadership governs the people's attitude toward development and influences the government policies. The people's mind and attitude should be outward-looking and market oriented. They have to learn quickly how to live with the world people in the era of competition and cooperation. The government ought to maintain market stability . To be more specific, the government policies should focus on the maintenance of the stable microeconomy, the upgrading of the manufacturing industry, and the implementation of efficient welfare programs.

    초록

    This paper is to attempt to examine the patterns of congressional politics in Korean political system and to suggest some of future directions for the development of Korean legislative system. The paper specially focused on the analysis of activities of 14th congress in terms of reflections, and the future directions of the congressional politics is to focus on 15th congress which began on May 30th, 1996 in Korea. As one of political actors, the role of congress has been increased in the political process in korea. in particular, the congress has been accomplished the important role through many functions such as representation, law-making, administrative oversight, conflict-resolution, and integration function. However, congress has not been accomplished for the democratic development of the Korean political system because there are negative factors such as the neglect of rule of games, absence of autonomy, low-degree of policy-making function and others. Therefore, it is necessary to restore the important functions such as above-mentioned ones for the desirable congressional politics in Korea.

    초록

    This study attempts to analyze the extent to which Korean leaders and people perceive of Korean women's participation in politics. The data were drawn in two groups of Korean leaders and the general data were drawn in two groups of Korean leaders and the general public during the local autonomy election period. The findings confirmed that the general public of Korea has generally supported Korean women's political participation. But women's effectiveness and leadership role were somewhat limited to those of men's. This tendency was more distinct among Korean male and female leaders. Korean male leaders held that they were more superior than female leaders in politics. Because of local autonomy in Korean politics Korean women had more opportunities to join politics. Local issues, policies, and interests were more concerned matters of women than men in Korea and the size of politics was more manageable to the beginners of political participation. The local elections have certainly helped for Korean women to participate in politics. Moreover, globalization gave Korean women the opportunity to align with international organizations and activities.

    초록

    During the implementation of environmental policy, it often encounters unexpected policy barriers. It causes significant problems on the effectiveness and efficiency of the environmental policy implementation. Among various reasons, it is one of the most important reason that two stages of environmental policy making and implementation process are often separate. Therefore, We should approach this issue with the idea of intergovernmental relations. With these policy environment and characteristics, this article studies the policy effectiveness of environmental policy implementation emphasizing on the role of public prosecutors office as an important policy actor. This study shows that public prosecutors office is becoming one of the most important policy actors in the environmental policy implementation in the era of local autonomy system. Its public prosecution by the strict adoption of environmental law improves the policy effectiveness and efficiency of environmental policy implementation. Many studies have been done on the policy key actors. However, this study has two valuable strength: one is that it focuses n the policy implementation process and the other is that it studies on the public prosecutors office as a policy actor which has not been done much. The research on the role of local prosecutors in policy making is necessary in the carly settlement stage of local autonomy. With this kinds of study researches on the intergovernmental relations among central and local governments, courts in policy making should be done soon. the researches on influence of various policy actors including less important policy actors should be the next research issues. With this paper, the author is somewhat satisfied that it is just starting in this research area. However, this research is not that satisfactory because of lacking previous studies. The author is expecting further researches on these fields. It promises desirable future of local autonomy.

    초록

    Since the 1960s the Korean society has undergone a rapid transformation under government policies to achieve maximum economic growth. With the improvement of income level due to rapid economic development, the needs of populations were increased and various medical security schemes have become necessary. The medical security system is made up of two major programs: Medical security system is made up of two major programs: Medical Insurance and Medical Aid. Medical Aid is a form of public assistance, providing medical care services for low-income people. This paper addresses structural situations and problems in the programs, and then recommends its reforms. In a historical context, Korea has achieved a remarkable development in the area of medical security. nevertheless, health care benefits are not available to all. Groups of individuals belong to different insurance funds which have different cost levels and change different premiums. Premium differentiation can be interpreted as a failure to achieve one objective of universal health insurance. As far as the human aspect of care is concerned in Kores, there are the inter-related issues of high copayments, fee-for-service reimbursement, the generally low level of services, etc. Thus we need equitable measures for universal health protection. Reforms of the medical security system should concentrate on extending insurance coverage to the uninsured, equalizing differences in premium/benefit package between health plans, guranteeing equity of access to care, integrating regional insurance funds, providing free care for vulnerable groups, and containing cost.

    초록

    Since the end of communism, Russia's old partners no longer accept the almost one sided Russia's declarations of partnership, and this has placed Russia's ability to conduct an effective foreign policy in doubt. In the complicated and paradoxical and economic situation, Moscow is persistently appealing for partnership with industrially advanced countries. However, we wonder what countries have set definitive actions in their own policies toward Russia. To join in the developed field of world association, Russia should hasten productive and efficient cooperation with the world on a diverse number of fundamental problems of foreign policy. There have been two sharply confronted forces; the reds and the anticommunists in debating on foreign policy. Russia has been ailed by the unsettled problems of international relations and her own national identity. Because it is unclear whether it be an absolute monarchy, a Bolshevic dictatorship, or anticommunist authoritarianism. On philosophical and systematic concepts, extremist mood of the left wing sybmerged partly into the right but not whole. Among major ideological schools, the neocommunist worldview, radical nationalism and traditional conservatism, ideological clashes have been continued. Russia possesses powerful, modern industry, great reserves of qualified workforces and richful scientific and technical potential. Euroatlanticism and idealogical moralism were divided to meet national interests. At present all of the former Soviet republics base their foreign policy on nationalism. It is likely to indicate that democracy could only be realized when the preconditions of this be settled. Russia's main philosophy of foreign policy has been known as Euroatlanticism and idealogical moralism. Then what about Eurasianism? Near abroad policy is very important for it's national interest. This contradiction of approache does not fully equate with the conflict of Westernizers and Slavophiles. In short, it means a kind of struggle between ideological moralism and geopolitical pragmatism. Can we declare that the whole people of Russia escaped from the status of prisoners of old idealogy? But at least, in the earlier stage of the post Soviet Russia's foreign policy was not so clearly different from the prisoner status, in old days by communism and nowdays, by democratic ideology. In it's disassociation from all allies of former USSR, the leadership abandoned traditional spheres and regions of influence and run toward the former opponents while not secusring it's society in new system. Concerning the far abroad policy, Russia has shown a preference for the industrially advanced West countries. Therefore, we can state that Russia needs strong leadership. Cooperation with the world without bipolarity splitting mankind into antagnonistic hostility should be adopted as their basic policy. Increased use of military force with nuclear power at regional and local levels should be decreased as well as on a global level. Russia still has many problems both inside and outside. Relations with US, Europe, the Asian-Pacific region, China, and South Asia should be developed for economic growth and political stability. In conclusion, Russia should create its new identity by resolving its fundamental domestic problems. And it should keep positive foreign policy based on peace keeping doctrine and economic cooperation with the world. Proper national policy making mechanism with compromise between the excecutive and legislative branches are presupposed. It seems very hard to forecast the success of russia's new democratic romanticism or better know to day as market romanticism. Russia has to dismiss the superstition of power politics and extend every effort to tide over the economic hardship above all by persuing pragmatic national interest.

    This paper reviews evaluates the current status of economic exchanges and suggests desirable policy options for economic integration between south and North Korea. The North Korean economy has been in a structural recession due to the chronic inefficiency of the socialist system. It is widely known that without a rapid structural reform of the system the North korean economy may not be saved. However, North Korea still insists its own socialistic approach and attempts to open very limited areas. This approach is only a sort of system-defending attempt and far from the actual reform of the system. Therefore, the recovery of the North Korean economy will not take place in near future. Rather South Korea should d be prepared for the gradual integration of the two economies. For the economic integration south Korea should let the North Korean economy more depend upon the south. South Korea should facilitate the economic exchanges of small-scale investment and utilization of North Korean labor in the North. The political strains should not block the private-level exchanges as much as possible. This options will be the best strategy for the gradual integration of two economies without enormous social cost of abrupt collapse of the North Koreas.

    In order to prepare for unification efforts for national identity should be made. Especially, educational practices and learning experiences will be one of the most effective ways to restore national identity for unification of North and South Koreas. Educational ideas, objectives, scope and methods, Schooling systems, and Administrations will be the areas of restoring educational identity. There should be strategies of identity: gradual steps for international cooperation and internal efforts for scheduling integration of North and South Koreas' educational differences. The details will be divided into the long and short terms.

    North Korea, which is under a very bad economic situation, is being forced to open its border in the nonpolitical and economic fields as China did before. Although North Korea has tried to induce American and Japanese capital rather than South Korean's in order not to be affected politically by South Korea, all the circumstances surrounding North Korea make it only a matter of time to expand the economic cooperation actively between North and South Korea. The material and human exchange between North and South Korea is very likely to be expanded in an unexpected say in the case of any big momentum. When their exchange gets on the right track, the key is whether the appropriate transportation system can be provided safely or not. Forming the transportation system can be provided safely or not. Forming the transportation system between North and South Korea, they should include all the systems of ground, sea and air transportation, construct the infrastructure such as road. railroad, port and airport, consider connecting the new transportation system with the present one, get the authorization on the system under the international rules, and make it play a role as one part of international transportation system. This article recalls the process of the past and present cooperation between North and South Korea in transportation sector, indicates any problems, and suggests a [plan to construct the transportation system connecting North and South Korea in future.
