    초록

    Korea has an environment of small territory, scant natural resources, and overpopulation. Since it is so, Korea is in the position that export-oriented economic policy is essential for the continuous economic growth. Accordingly, Korean government had positively carried out the five-year economic development plan from the early 1960s, and the core was the export promotion. From that time, Korean government had the motive that foreign trade department should be established at the universities across the nation for fostering a large number of foreign trade specialists. As a result, most of Korean universities had established the foreign trade department, and the number of the department mounted up to about one hundred around the nation. From that time on. the foreign trade department at university had made a great contribution to developing the export promotion policies and fostering the competent trade specialists. However, the foreign trade department had been abolished or merged into the department of economics or business administration, from the middle of 1990, taking the opportunity of remodelling their university which was initiated by financial support from government. It was very ironical and irrational measures in the light that the number of foreign trade specialists was short and the roll of them was increased more and more, as the WTO system was started. Recognizing these points, this thesis aims at studying problems and counterplans of Korean universities for cultivating positively foreign trade specialist from now on. And, as a result of this study, It is emphasized that following actions have to be taken positively for cultivating foreign trade specialists at Korean universities. Firstly, the irrational and one-sided merger of foreign trade department into other department(for example, into economic department or business administration etc.) has to be withdrawn and foreign trade department should be maintained as a separate department or division. Going one step forward, it is more desirable to establish the college of foreign trade to meet the present demand of Korean economic circumstances. Secondly, the name of foreign trade department are now used in confusion in Korean universities. Therefore, the definitions of the words, "international trade", "international commerce" etc, should be clarified as soon as possible by organizing a special committee at Korea Trade Research Association Inc. Thirdly, the curriculum has to be made up for the weak points by complementing several important fields, for example, international logistics, electronic commerce, second foreign languages(Chinese, Japanese etc.), overseas area study including North America area, European area, and Asian area etc. In addition, the method of education of foreign trade has to be improved by strengthening "on-the-spot" training. Fourthly, Korean universities have to promote more positively the cooperation with business circles and government. Lastly, effective operation of graduate course and positive development of liberal arts course in the field of foreign trade(for example, international business manner etc.) is absolutely needed for fostering the high class of trade specialists.

    초록

    This study presents the implications of the Korean government"s policymaking in the KJFfA. It uses Putnam"s Two-Level game, which leads us to understand negotiations at the international level(Level Ⅰ) and the domestic level(Level Ⅱ). The implications of this study are as follows. At Level Ⅰ, firstly, the sensitive Korean sectors such as automobile, its parts and machinery should be excluded from the liberalization process. If included, they need appropriate implementation periods and safeguard measures. Secondly, the relevant trade items, divided into 3 groups: duty-free, gradual duty-free and exclusion of liberalization items, must be negotiated individually. Thirdly, with regard to the agricultural sector, we should insist on substantial improvement in market access for Korean agricultural product. Fourth, the liberalization of several Korean manufacturing sectors should be minimal to prevent damage by Japanese products. Fifthly, in Non-Tariff Measures, we must understand the Japanese anti-competitive practices, which restrict market access to Korea and try to eradicate the disguised restrictions. At level Ⅱ, firstly, it is important to publicize the necessity and inevitability of the KJFTA to gain its ratification. Secondly, the Korean government must deal with opposing groups with resolute political leadership. Thirdly, it is necessary to support the domestic jeopardized industries and restructure their systems. Finally, the Korean government must reinforce the negotiation team of the KJFTA to compete with the increasing Japanese team in number and quality.

    초록

    Trade facilitation failed to become one of the negotiation items in the Doha Development Agenda in the 2003 WTO Ministerial held in Cancun, but it remains an important trade topic. Discussions on trade facilitation in the WTO is limited to subjects related to the Articles V, VIII and X of the GATT, and this paper examines customs procedure issues related to Articles V and VIII of the GATT which were raised in the trade facilitation discussions in the WTO. Various studies show that costs to traders due to costs incurred during customs procedures are substantial, and some Members of the WTO have actively advocated negotiations in the WTO in order to reduce such costs. Their suggestions are summarized in the paper. There is little doubt that agreement on trade facilitation at the level of the WTO will be helpful to Korea. However, in order to include trade facilitation in the next round of WTO negotiations, Korea, along with other Members who advocate trade facilitation, will have to convince developing country Members who are reluctant to include trade facilitation in the negotiating agenda. Some suggestions are made in the paper to convince those reluctant Members.

    초록

    This paper examines the comparison between the EU unilateral trade measure NCPI and TBR, and the case study of TBR"s application against Korea. The TBR, which is replaced by the previous EC unilateral trade measure NCPI in 1995, has introduced important changes in the EU against unfair trade practices. The Regulation applies to both goods and trans-frontier services not involving the movement of persons. It provides a mechanism for Community firms and industries to act against trade barriers affecting their access to third country markets or the EU market, by requesting the Commission to investigate complaints and to seek redress-whether by negotiated bilateral agreement, dispute settlement at the WTO, or retaliatory measures. In the case of Korea, three TBR examination procedures have been initiated. (i.e. cosmetics, pharmaceuticals, and shipbuilding industries) The EU complains about injury suffered by Community industry resulting from subsidies conferred by Korea to its shipping industry, and claims that alleged trade barriers have caused significant price undercutting, price depression and lost sales by Community enterprises. Korea also counters unfair Community"s shipbuilding supports and subsidy. In the context of this conflict, the Commission in 2002 and Korea in 2003 decided to resort to a WTO dispute settlement procedure. Now solution can be sought through the WTO dispute settlement proceedings unless amicable solutions are agreed throughout the process. We can find that the TBR is the Community"s commercial policy instruments but is unique in that it is offensive rather than defensive.

    초록

    International licensing has been a rather neglected subject relative to such other modes of foreign market entry as export and FDI. This study attempted to find out determinants of international licensing behavior as measured in royalty income and payment. Five independent variables(technological intensity, product differentiation, capital intensity, economies of scale, and overall skills of management) reflecting firm-specific advantages were adopted for the regression analysis by using pooled time-series and cross-section industry data. The empirical analysis yielded some interesting results. The major findings are as follows: First of all, the five independent variables well explain the international licensing activities of Korean manufacturing industry. In addition, the determinants between technology imports and exports turned out to be almost identical. But, their signs of the coefficient are not necessarily identical to those for the explanation of FDI behavior. It was found out that technological intensity and economies of scale are positively related to the international licensing while product differentiation, capital intensity, and overall skills of management are negatively to the international licensing behavior.

    초록

    The purpose of this paper is to propose a new trade strategy of Korea in 21st century to be called the total integrated trade(TIT). Korea"s trade promotion activities have grown to be big and inefficient patched rags. In order to overcome the limits of the current trade promotion system, it is necessary to integrate individual trade strategies to make a compound and efficient total system that is more efficient than sum of individual ones, which is the fundamental concept of TIT. The specific suggestion of this paper to implement TIT is to reform existing legal and institutional subsystems to make a "Comprehensive Trade Act" which would resolve conflicts of separate subsystems. As a stepping stone to realize this final model, communications and cooperations among the officials in charge are urgently needed. Successful fulfillment of TIT spirit would play a key role in achieving another economic miracle in Korea.

    초록

    This study aims to suggest the entry strategy for Dandong port development on the basis of financial analysis. The analysis presents that there are no positive results on basic conditions in the port developments but somewhat good results for the reductions of tax and of more than 34% of construction costs. It is expected that considering a rapidly increasing economy in China and a significant economic exchange between Korea and China in the foreseeable future, the entry for the Dandong port development will be made by stages. As Korean government is specially trying to develop Korean peninsular as the center of logistics activities in Northeast Asian countries, it will be necessary for the foundation of global logistics networks.

    The purpose of this dissertation is to examine the behavioral change in terms the factors of transportation mode choice in Northeast Asia when inter-Korean Railway is connected. More specifically it aims to identify the following factors in details. Firstly, how does the characteristics of Korean company that doing business with Russia and China have impacts on the transport mode choice. Secondly, how does the criteria on the transport mode choice have effect on the selection of transport mode. Thirdly, it identify the effects of the characteristics and the criteria on the transport mode choice on the choice of transport mode. Finally, the dissertation suggests the establishment scheme of railway networks in the Northeast Asia. The results of the empirical analysis are summarized as follows; Firstly, in China the cost factor is regarded as an more important factor than time in selecting a transportation mode, and in Tianjin and Dalian rail mode is the preferred transportation mode. Secondly, in Russia the time factor is regarded as an more important factor than cost in selecting a transportation mode, and in Moscow rail mode is more preferred transportation mode than shipping.

    초록

    There are some problems, that is, limitation of audit human resourses, limitation of audit etc., of audit system in Korea. So it is necessary that audit system is improved. Customs Control in Protocol of amendment to the international convention on the simplification and harmonization of customs procedures and audit system(FAP, ISA) in U.S.A. give some hints audit system in Korea to improve. It is as follows. Firstly, in the application of Customs control, the Customs shall use risk management effectively. Secondly, the Customs shall seek to co-operate with the trade and seek to conclude Memoranda of Understanding to enhance Customs control. Thirdly, Customs shall evaluate traders commercial systems where those systems have an impact on Customs operations to ensure compliance with Customs requirements. Fourthly, customs administrations should shift from exclusive movement controls to more audit-based control, e.g. from the introduction of simplified procedures to authorization for trader self-assessment. Lastly, the Customs shall do large enterprises-centered audit to improvement of effectiveness of audit.

    초록

    The essential feature of a CIF contract is that a seller fulfils his part of the bargain by tendering to the buyer the proper shipping documents. If he does this, he is not in breach even though the goods have been lost before such tender. The point of saying that the seller performs his part of the bargain by tendering documents is that he is not obliged actually to deliver the goods at the agreed destination. The shipping documents are included bills of lading, marine insurance policy, commercial invoice. Not every contract of sale which is expressed to be CIF is strictly a CIF contract. Sometimes terms are introduced into contracts in that form which conflict with CIF terms, and prevent them from being CIF contracts proper. Thus, for example, contracts are to be found which, while expressed to be CIF, contain terms to the effect that ① "the goods are to be at the risk of the seller until actual delivery to the buyer" ② that "the contract is to be void for any portion shipped but not arriving", ③ that "an allowance is to be made for damaged condition on arrival" ④ that "payment is to be on landing or landed weights". Some of these terms vitiate the meaning of the CIF contract, whereas others merely impose additional obligations that can be reconciled with its basic pattern. In some cases the repugnant clause has been disregarded. In this paper, it is intended to refer to contracts which are regarded as modified CIF contracts, which may have the effect of converting a contract expressed to be CIF into a different form of contract.
