    Introduction
    As much as the research and development (R&D) has become an essential motive in social development, the technical information and knowledge service takes on greater role in supporting and stimulating R&D and the corresponding business of firms. Accordingly, the evaluation of the service is also emphasized in order to efficiently manage such informationbased activities. The economical evaluation and the productivity of the information and knowledge service are ambiguous and complicated as of the information value assessed in diverse perspectives. On the other hand, the information and knowledge service is influenced by many factors. Therefore, the economical evaluation on the effect of the information and knowledge service requires more systematic and objective approaches which provide a clear instruction on how to manage and exploit the information and knowledge service.

    Furthermore, as a standpoint of a company, the knowledge outsourcing for R&D activities has frequently been characterized as an important instrument to acquire external technological knowledge that is subsequently integrated into a company’s own knowledge base. Appropriate knowledge sourcing strategies enable organizations to create, acquire, and access knowledge in a timely manner by reducing search and transfer costs, which result in better company performance. In response, the knowledge management literature has devoted substantial attention to the analysis of knowledge sourcing strategies.
