    1. Research Purpose
    (1) New and importance of the research
    Dashcams (also known as dashboard cameras or blackboxes) enable video recording of external views, to guard against unexpected traffic-related accidents and incidents (for example, crashes on the road or damaging of a parked vehicle). Dashcams complement existing Event Data Recorders (EDRs) that record only low-level vehicle status, such as speed, steering and braking at the time of a crash (Budhathoki and Haythornthwaite 2013). Recent dashcams support high quality multi-channel recording (typically full HD front and rear cameras) and are typically equipped with tens of gigabytes of storage, an onboard display for quick video playback, and even wi-fi capability for wireless playback on smartphones. Dashcams are gaining popularity in many parts of Asia and Europe. According to a recent survey in Korea (Perkins and DeMeis, 1996), for example, the rate of dashcam adoption exceeded 60 percent as of February 2015. Other countries with high adoption rates include Russia and China. In those nations, dashcams have now become an integral part of the daily lives of many individuals.

    In recent years, drivers are actively sharing various types of events captured with their dashcams, ranging from insurance fraud attempts to reckless driving behaviors and automobile crashes. One of the famous events was the 2013 Chelyabinsk meteor that entered Earth’s atmosphere over Russia. This event was captured from many angles by dashcams, and footage spread virally over social network sites like YouTube, Facebook and Twitter. Furthermore, mobile video recordings of urban streets (or crowdsensing on the wheel) greatly extends urban surveillance coverage, thereby complementing existing fixed cameras and sensors on the streets. In Korea, citizens have been actively participating in dashcam video sharing to help those who need objective evidence. It is not uncommon to see a large banner near an accident site requesting dashcam evidence. A number of local police agencies have been running citizen campaigns for sharing dashcam footage for accident and crime investigations.
